EDIT...in the before mentioned case, it actually makes sense because you never actually get to "own" the game you see.
There are techically no refunds. Not liking a game is definitely not a reason for a refund.
That is not a good enough reason...Steam will not refund you anything here in this case.
EDIT...just wait...the game may get updates or patches or more content...it just stays in your library and you can play it if it improves you see.
