-1. did that too many times to count. try again.
slight update: game started downloading again, but has seemed to have stabilized. will alert if auto-stopping reoccurs, but would like some sort of viable explanation as to why it was fighting me for the equivalent of an hour.

exit youtube and any other internet processes to test your bandwidth.
If you change the download location, do it like this...
change the download region
log out and exit steam all the way and make sure it stops fully
log back in and check the download region is how you left it
try to download again
you can do this multiple times to make sure, but do it like thie EVERY time
C: is my dedicated OS SSD. this only get's the most highest priority programs, and nothing else.
E: is my secondary HDD. it has all my games that arent "good enough" to get high priority for the SSD, so they're all placed in there.
F: is my final HDD, and it's nothing but storage (multi TB drive), and it has nothing but documents, videos, and pictures, but no programs at all.
i've set Xcom to be downloaded onto my E: drive. it is not a slow data transfer drive. it used to be my main OS drive when i first built my rig.
i dont see where i'm getting any hardware issues, i never have.
i also consulted that list, and the only programs i have installed that are on that list are either inactive, disabled, or their permissions are set to manual, and i have not turned any of them on.
Sounds like you have a few of those programs...disabled or allowed to have permissions or inactive is not the same as uninstalled.
Steam recommends to uninstall them if the issue persists to test fully. Especially some antivirus programs....
EDIT..please post your antivirus program and any you have that are on that list.
