Do this, it should detect the corrupt files and automatically download them again: Steam Support > Verify Game Cache Files (GCF)

same issue, steam detects a bad file but doesnt re download it

Delete the corrupted file then verify the game cashe.

Same thing happened to me but when i tried to remove the file it simply wouldnt let me.
