Depending on your card provider/bank, you can ring them and get them to check. If it IS this problem, they should be able to tell that the transaction didn't go through correctly and they can release the funds.
If you're using a card such as PaySafeCard, this is quite common, especially if you try during busy times of the day, and it usually takes a few days to clear the issue.
No, that won't do such a thing. It' likely just the usual congestion. You can try to avoid this in future by doing as I suggested - buying when most people in your area are asleep, orfirst thing in the morning.
Do note that if it's a BANK-issued card, you can phone them and assuming they've got decent staff (who know their way round the CHAPS system) they can see such an error and refund it instantly.
Well if you didn't get confirmation from Steam (again you can check the status here: https://store.steampowered.com/account/ ). Then the transaction has likely failed. If that is the case then the payment method company have put a hold on your funds. What that means is that the funds will eventually return to your account/card usually within 1-5 business days (up to a maximum of 10) depending on your payment provider's policies
What game did you buy items in? What items did you not receive?
How did you buy items? through in game shop or Steam directly?
Do you get any sort of error message? etc
