Will the account get locked/suspended? No.
Will the game get revoked because you bought it from an Unauthorized reseller? No.
If anything goes wrong and the key is revoked, neither Valve or the developer will be able to assist you either. If the sell won't help, then there is nothing you can do.
There is a reason they offer keys at such a low price. Many times they are either purchased cheap from retail and the keys added from the box or they buy the games in Russia and sell them.
Many times they will require the use of a VPN to add the game. Using a VPN is against the SSA and can lead to an account lock.
So, if you are going to buy one from them, you do so at your own risk.

and your local PC game sellers. Just check for Steam as a requirement on the back of the box.
There may be more too, but these are some of the better known.
The other two "large-ish" bundlesites, Bundlestars and Indiegala, also have stores of some fashion. Never understood how the Galastore works, though.
Those three are focused on Indie titles, obviously, although others might show up as well. Got the AoE3 package from the Humblestore back at their spring sale, for example.
