Click "Install DLL-Files"
Type steam_api64.dll in the search window, and click search
Click the steam_api64.dll in the search results, to continue to the install view.
Click "Install Recommended" to install suggested version, or click "Show alternative versions" to see all available versions of this file.
This installs the steam_api64.dll to C:\Windows\System32\ , the default location for 64bit dll-files on a 64bit Windows system.
However, you might have to copy the file to the same folder as the game-files.
You could also try to "Verify Game Cache Files" as described at https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335
