It's simply that a string of data in the game files looks like a string of data found in malicious files (Example: a bit like how yuo can find a rude word in the name, Scunthorpe).
There are NO viruses on Steam at all (could you imagine if there were?), so don't let it quarantine it when you download it.
Furthermore, I'd strongly urge another antivirus, such as AVG or Avira (both excellent even the free ones), as Norton does tend to have issues with Steam.
It can be Steam not starting at all, not updating, quarantining files (as you've experienced) over zealously, and a few other issues which I can't remember off-hand.
It does state on the ♥♥♥♥♥♥♥♥ FAQs somewhere that Norton and another one are not recommended. If you don't have a lot of issues, then fair enough. It's just a heads-up for the future.
If you've got it set up and it works for you, all good. But there's a number of people I've dealt with over the years who have massive issues with it. Sometimes they can just start seemingly out of the blue. At least you've been informed now :)
