Have you actually thought about posting in the mortal kombat x discussion area? And actually make a detailed report on what issue you are having and actually be nice about it?
Also if you report it as fraud, I doubt you will be able to buy anything on that account again, least with what ever pay method you used. Specially seeing as how you said on this discussion area that you are tempted to report as fraud and even if you delete it they can still see it.
If you can't get it to work, then use the automated refund system. If you arenot eligible for that, then contact support through a ticket and just make sure you let them know your specs meet or exceed the requirements, you have searched and posted in the MK X forum, and you have contacted WB for support but they either can't or won't help you.
Some of the basic things to try are verifying the cache, making sure drivers are up to date, running Steam and the game as admin and/or with compatibility settings, disabling security software (av, firewall, windows user priviledges),repairing Steam, etc..
When you post in the MKX forum, don't forget to include your system specs (OS, CPU, GPU, and RAM) and the error in as much detail as possible as well as everything you have tried to fix it. Good luck.
You don't even need to worry about getting it right, claiming it from STEAM or WB as they won't respond to the court letters for that amount either way.
Sure its hassle on your end but if you want your money back badly enough that is how you can get it back.
Especially since that is a really dumb way to get your money back. There is no phone support with any of this kinds of stuff, it's you doing trial and error, that is it. That's how it is.
First of all, why post here, look in the MKX game forums and figure it out. All the help u should need is in such places.
Either your hardware is not able to run the game, or your system has issues.
The game functions just fine and well. Runs at 60 FPS on my 2 year system I gave to my sister. I seriously can't believe why so many have issues. First of all, learn how PC and Windows works, then u learn how setup your profiles, games, steam, etc...
If you purchased the game less than 14days ago, or/and have yet to even be able to play it, go through Steam and get your refund.
Actually for this little amount, going to small claims is pretty pointless because of the costs.
I think its like 25 to 50 bucks to file something in small claims (least it is in my area) and not sure if you can include court costs in the filing. And of course if you work you have to take unpaid time off to go to court and do all this stuff and I know you can't get that time added in. And if they are a kid, they have to convince the parents to do all this.
Those are the options. Course whether u play it is on u.
When exactly was MKX purchased? And from where?
You appear to be raging, and when something doesn't function I can understand that; but what have to done/tried to get it working? Did u try deleting the local data and re-download it?
Fair point, didn't think about the costs, unless the costs are covered but then you still need to take a day off work as you said :)
So in short to all who have repied, thank you in letting me know I was a quick drawl bone head, which I had been, and let me apologize to STEAM, who called me back today on the PHONE that doesn'g have phone support, and took thier time to address the issue (thanks), and EVEN THOUGH WB could not get the game to work through simple means STILL did take the time to answer thier phone and at LEAST talk to me about the issue.
I will say after all that, it IS frusterating to have the spirit to use PC as my chosen platform and to yet have an issue that I can't get to the bottom of (URRG to the anger). I don't want to have to chase disks around, and or a small machine that only supports 1 or 2 monitors.
