The only way is to buy the game, either from Steam or some other retailer. There are no second hand copies when it comes to PC games.
They still do. It is up to the developer if they wish to allow their keys to work with Steam.
There is even a list of retail keys that are accepted.

The games has already been tied to his own account then. You will be unable to use it.
Yeah that .. im talking about way older keys
And that was up to the game's developer, not Steam. That hold for any game that used keys.
