Wait for it to re-download the missing, corrupt or incomplete files...
If this fails then delete the games folder and re-download & re-install.

Technically that shouldn't be an issue, but it's worth looking into if another game on the same disk is producing issues. You have two locations via Steam > Settings > Downloads > Steam Library Folders, right?
If you've to move the game on another disk, move both the game's folder from SteamApps\ and the appmanifest_17460.acf from the other disk's SteamApps folder to the same disk's SteamApps -folder.
Technically it shouldn't be an issue though, I have Steam scattered on 3 different disks.

Then run the runme.exe in your game folder in administrator mode.
After that I was able to launch from steam normally.
