Report a translation problem
In Task Manager, u can pretty much force close anything via the Processes tab.
Also, you shouldn't need to Restart in such a case as that, simply Log Off. Wait a few secs, then Log On again.
Thanks Task manager cant close the process but logging off and on again was a good plan (Cmd cant close the process too:()
Steam is hardly ever the issue, but it normally is elsewhere.
What is your antivirus program and any other security software you have installed on that machine ?
Boot into safe mode with networking and test it there. If you see improvement, that means you surely have a software conflict in a normal boot such as that which Panda or a subprocess of Panda or other may cause.
Use the forum search for "Panda" and see for yourself, if you wish. However, there can be other programs and processes that can cause this, too.
Most of the time, it is security software that conflicts with Steam, from what we see here. That's why reinstalling Steam won't fix it, if so. Because the conflicting software will still conflict.
