An issue with my computer is blocking the VAC system.

A few days ago I attempted to play TF2 on a Valve server and in the process of joining it stopped me at "parsing game info." with a message that said "Disconnect: An issue with your computer is blocking the VAC system. You cannot play on secure servers.", and provided me with a link to a Steam support page, this link: https://support.steampowered.com/kb_article.php?ref=2117-ILZV-2837

I tried everything the page recommended. Whether it be my computer not being able to complete the action or a certain file not being found or accessed nothing has worked. On some occasions, however, when I try to join I get to "retrieving server info." then I time out, or I'll actually get into the game only to be disconnected with the same message as before appearing. I was hoping that someone might be able to help me, if not I'll just have to try uninstalling Steam then reinstalling it. I don't even know if that'll work.
