Problems with full-screen video playback from the Steam store
Since the end of March 2015 the problems have started with full-screen video playback from the Steam store.
Noticed that this appears as with the use Steam-browser (beta 02.04.2015) and Mozilla_Firefox (v36.0.4) + Google-Chrome (v41.0.2272.118 m).
The point is that the loading of the video in full screen mode occurs only when cursor moves around the screen, if you leave the cursor without moving loading (respectively, and further play) of the video stops.
Thus, the majority watching video clips from Steam store is impossible. Does anyone faced similar problem past few weeks? OS: W8.1 and Windows7

Me too , the video buffer isn't storing video when i hit pause, like it used to do, which was gret for users with not so great internet speed. BTW i can watch 1080p videos on youtube, and it helps that i can set the flash player to unlimit local storage savings in settings. (but not here). Maybe it was the newly update from flash/adobe wich caused the problem to occure. byt i think the steam video script needs to be overhauled. for now this is a stuttering mess. since buffer aint working now. SPECS = 580KB downloadspeed ( or 5megabits) and using IE explorer 11

I have a whole different problem. i cant even watch the Full- screen video playback. my screen just goes black

having the same issue, attempting to fullscreen flash video from steam store make the screen turn black, eventually forced to reboot my machine because i am unable to exit the video fullscreen. This seems to be an issue in more than one store page.

Basically if you want to keep the DPI settings for your fonts for your PC and still have Steam display full screen videos properly, you just right click on Steam's shortcut or executable and activate the "Disable display scaling on high DPI settings" setting in the compatibility options for the shortcut or executable.Steam will no longer be scaled so if you wanted to increase the font size in Steam using the DPI settings for Windows enabling the aforementioned compatibility setting will unfortunately make the text hard to read again.I guess you can't have both normal full screen videos and large font sizes in Steam at the same time.Hopefully they will change that if enough people complain about not being able to set font sizes for Steam.

As a not-pretty workaround for Steam store fullscreen video problems, I use the "Maximize Flash" extension for Chrome. It maximizes any video to the full size of the browser without altering its resolution, which is usually good enough for me.

I can confirm that the issue is still present for me. I have a fast glass fiber internet connection and all videos stutter on full screen. Some also stutter in the default window.

I've had this issue across multiple devices and internet connections. It only happens in fullscreen. It's clear that the problem is not internet connection but an issue with their video player.

Installing this codec pack worked!!! http://www.cccp-project.net/

I let it reset my codec settings when it asked. This has been an issue for over a year for me. Glad I finally took the time to look around. The issue stems from a WEBM codec issue (which is the format Steam is using for their Store videos)
