This message would show up for me if I have posted comments to quickly and would usually let me comment again after I waited a short period of time but, for my buddy he waited 9 hours and it hasn't allowed him to post another comment yet.

My buddy can't even post in the Discussions if he needed help. So I'm asking for him, does he have to wait longer, or is there something else he has to do?
