I bought a game that cannot be run on my computer.
I bought Dying Light thinking because I just got a new computer there would be no issues running it. It cannot run it at all. Is there any way to return or exchange it. It's not fair I wasted all my money on a game I cannot play.

Could you define "It cannot run it at all"?
Any error messages, when does the game crash?

The frame rate is so low. i have it on the lowest settings and all it does is freeze and crash.

Yes I meet all the system requirements. It still cannot run. I just want a refund.

Then I will never buy anything off steam again it is not fair I meet all the requirements and the game still cannot be run on my computer.

Could be something to do with the requirements of your game, and that your PC does not mmet them

Well the official policy is no refund but they have been known to male exceptions. You will need to provide proof that you tried to get support from the community (via the game's forum) and the game's developer via http://support.techland.pl/support/home and then submit that info to steam via a support ticket and they may be willing to give you refnd but it's decided on a case by case basis.

Under the Consumer Guarantees Act 1993 in NZ, you can get a refund.

It's entirely up to Steam to accept this or not, as they aren't from here, but still, I don't see why not. I've done this in the past myself without any issues - so long it's fair for both parties.

Tell them nicely and clearly, you purchase the game on date such and such, and having issues with running it. Hopefully it's less than a few days ago.

Take a screenshot of the issue / errors.

Note down your system details.

Request if they can remove that game from your "Steam Library" and provide a refund into your "Steam Wallet" so you might purchase a different one which will work on your system.

Note: Only games that have under 1 hour of playtime will qualify for this offer. Any playtime over 1 hour with the incorrect version of this game will cause this offer to become void.

The other option would be to figure out why it's running like a dog on your system. Do you have a quality gaming graphic cards installed?

Check your current countries/state policies on refunds, Steam will act on the local refund policy of the consumer.

Here in AUS we can get refunds for things like this and some other cases, Steam can only refund to the Steam Wallet though (which is fine for most people).

Finally someone here asked the OP's specs.

And there could be something on your PC (antivirus programs sometimes can affect this) that is causing the game to run slowly. Steam has support pages on such things as what I am saying here. I have a link for you .....

dying light is awesome. fix whatever is wrong with your PC and play the crap out of it.
