And there must be some improvements also in steam video players about hd options like 720p 480p. I know it can be reach via settings but it must be done through video screen with some buttons like in youtube or dailymotion.

I have personally seen skype be a problem in several threads here that I personally posted in, as well as many other programs on that list. I can prove it also as long as the threads have not been deleted at this point. .
for your information; most people are using skype for in game communications in multiplayers instead of steam voice chat. how do you communicate with your friends ? skype is a must for multiplayer. i have never had any problems with skype.
and there is nothing wrong about any gaming performance of my pc via steam; all games run perfectly. this is only a video streaming issue.
Not going to do the things suggested here to try to troubleshoot your problem...got it.
I never said skype WAS the problem, but that I have personally SEEN it be a problem before.

I first started having the issue on a Windows 7 rig, a 19Mbps connection with ISP A.
I am now on a Windows 10 rig (fresh install), an 11Mbps connection and with ISP B after moving regions.
At the moment, the only thing I can think of is the nodes my connection from QLD, Australia goes through to get to Valve.
Any other ideas?
it's not a huge end of the world problem but its very annoying. because i m watching same trailers in youtube without any problem so i dont have to watch it is steam.
BUT, main thing is that i don't want to interrupt my focus like open the browser try to search same video in youtube watch it and turn back to steam etc.
it would be good to find any solution but its not a must.

Create a steam shortcut to desktop.
Right click it and go to it's properties.
In the "Target" field add " -udp" after the path so it looks something like this: "C:\Program Files (x86)\Steam\Steam.exe" -udp
Run steam using this shortcut.
Original instructions here suggest using -tcp instead of -udp. TCP might work better for solving some problems, but it didn't work for me on the streaming video problem. UDP is a better protocol for streaming video because latency makes a big difference.
This made a difference for me. Not getting a frozen video while sound still plays and there are far less hiccups in the videos. It makes sense since UDP is the preferred method of streaming video. I have not noticed any issues so far but I am concerned it may lead to corrupt downloads in the future since there is no error checking in udp. I will post back here after I purchase a new game or download a large file. I am unsure if this even effects game downloads.
SOLUTION : I had avast anti virus. I disabled it and Wolla ... now it works just fine.
