Is there any solution to activate a wallet without a paypall, visa or other card? I have a big problem with that to find it :/

Find a steam Card Seller in your area then.. Buy the wallet code from them with cash and enter it on steam.

I think you also may be able to buy a one time use card, so you can maybe use it, and no bank account is needed for it... but i am unsure abut it

You may be able to buy Steam Wallet cards, using cash, from certain shops in your area.

For example, here in the United States, I have bought a Steam Wallet card from Gamestop. I don't know where Steam Wallet cards are sold in your country, sorry. Try asking some game stores.
