I cannot tell you how to fix it because I did everything to try to fix it apart from reformating my computer.
Also first you can try booting into safe mode with networking retry downloading or updating games that way.
If that helps, then something on your PC is affecting Steam most likely.
Just give up, and play other games
This is another good idea. You can also try changing the download region also and logging out and exit the client, then log back in and make sure your change stayed the way you left it. Try to download again. Try this a few times to different locations.
It seems sometimes Steam "bounces"around to different servers to try to get the data to you so it could be the issue.
This OP said he couldn't do these steps. I'm pretty sure he's not reading all the steps posted In the link so leave him to solve his own issues
We also have no access to your PC and PCs can have unique issues. Solve this yourself.
Have you tried to change the download region yet to see if that helps ?
