What is your antivirus p rogram ?
Where is Steam installed on your PC ? Never instal Steam in any program files folders for newer OS's.
That is what I hate about installing Steam. NEVER install it there. You can try disabling the UAC to test your problem but I am not recommending you leave it disabled and in fact I am saying you must do that at your own risk.
What are you going to do about AVG ?

Uninstall AVG if there is anything from it on your PC and get a different antivirus. I recommend Avira as it has done well for me always.
You may have leftover folders and empty keys after uninstalling Steam. Just be ready for that. I use CCLeaner myself to get rid of empty keys but do that at your own risk.
That's daft. Steam is installed in Program Files (x86) on my family's three machines with W7Pro, W7HP, W8.1Pro, as it had been on all my Vista installations. Oh, and it is in the Program Files folder on a XP box or three as well... and now I remember running it on W2k as well.
I am guessing you use mods for you or your family's games on those PC's ?
Same with no issues.
My wife and I, only on occasion, not for a long time now.
My stepson does. Mostly Skyrim, I believe.
What does this have to do with this thread?
