Any changes in your software?
log in using offline mode.
go to Steam and select "go online"
follow the steps from there.
I have done this myself and it did work once when I had a connection problem.
Also, if you changed the download location did you do it like this ???
Change the download region
log out and exit steam all the way and close the client fully.
log back in and check the region is still how you changed it.
try to update again.
Do this a couple of times to test it just like this. I have also seen this be a fix before.
Finally, if you do not know about this list, you need to look at it and especially check antivirus that you have....

Are you using nvidia manager to do this ? If so I would uninstall that and reboot.
You should update drivers yourself without using that feature of nvidia in my opinion.
I think I saw a thread here recently of this exact cause of your issue.
Ah, that may be why, it wasn't the nvidia manager but the amd one, but I'll try this regardless

These are on the list for sure. Did you look at the list I linked to you yet ? You maybe have not had the chance to go over the whole list yet.
Like Teutep touched on here, can you hook up directly to your modem and bypass your router just in case there is a problem with that ?
Trus me, I have seen this be a problem even if it sounds unlikely.
EDIT...keep in mind it is never a good idea to have Steam installed in any Program Files folders depending on your OS.
See this concerning specifically the UAC section from what I was saying...
And did you boot into safe mode and test this yet ?
EDIT...windows vista and later OS's closely monitor program files folders for activity. This seems to casue issues with Steam and mabye other applications. Installing Steam in its own folder like C\Steam gets around this.
You can google this if you like and you can see what I mean.
Steam suggests to disable UAC to TEST issues, but I would not leave it disabled if I was you.
I'll also try this if disabling UAC doesn't work. Thanks in advance.
EDIT...I could be wrong here but I personally have never seen someone here on the forums suggest to opt INTO the beta. The suggestion I see most often to fix problems is to opt OUT OF the beta.
So one of the options is of course that the issue is temporary and will work out for you later; given you could download yesterday.
P.S. I'm in the ongoing beta, no issue here.
