Zone Alarm asks you permission about a program again after the program changes for your own protection. Some types of computer infections can "change a program" without your permission, possibly including Steam. Therefore an alert to let you know an already "trusted" program has been changed and thus needs new access to the internet gives you a heads up when maybe something has been changed without your permission.
For a Zone Alarm specific issue like this, however, asking on the forums Zone Alarm has (if they even have any) is probably a more appropriate place to put this question rather than in the "Steam Discussions" forum. Your question actually really isn't about Steam but rather about the fuctionality of a specific firewall program.
