No idea about Fallout. I don't have that game, but I'm guessing there's no way to turn it into a Steam game.
In the Steam Client, at the top, click "Games" then "Activate a Product on Steam". If it states invalid code, then you can not add that game to Steam.
Borderlands 1 and Fallout 3 have some retail copies that were not intended for use with Steam. either because Steam wasn't around at that time or still in its infantsy.

Ok so I have an update, Borderlands will never work becuase the actual game file itself is not on my computer and i browsed my files and found Fallout 3. Thank you for the help guys :)
