"it goes to a screen asking for the Key"
So, the Kalypso Launcher you mean? (figured I'd install the game myself to see how the install goes)
The game is already attached to your account. Why do you need the key?
Looking at your profile, it was the last game you played on Steam (at the time of this posting).
-----
Seeing as it is the game asking, you will need to use the same account that you originaly used with the game (not Steam account, but the Kalypso account). The game uses a 3rd party DRM/account system. The key may only be usable when making a Kalypso account, then gets marked as used by their system.
This is a 3rd part issue, btw, as Steam has nothing to do with the game beyond selling it and they don't offer support for 3rd party games (only Valve games and Steam account issues).
Your best bet is to contact Kalypso about the issue.
Realistically there should be no reason the CD Key he has in the location I mentioned before shouldn't work though, mine did.
Mine comes up with an account log-in page, asking for an e-mail and password. There is even an option if you forgot your password.

Once I entered the key the game started loading. (Alt F4-ed it there)
Patrician IV - Steam Special Edition, same as the OP. I posted a link too, though that was while you were replying.
Hmm, it's possible my firewall was blocking the launcher. Now that I think about it, it didn't load the web part of it. Perhaps if it can't connect it defaults to asking for the key. I'll try again.
Edit: Ok, that won't work without a complete reinstall. Seems like it might be the case though.
The problem is the error message you're getting is from the KALYPSO LAUNCHER. Which again is where 'being extremel specific' is important.
This is not a Steam issue, its a Kalypso problem. They think your key is registered somwhere else. Ither to a different Kalypso account you created or such. You'll need to talk with kalypso concerning your error.
Again this is NOT a Steam error, which again, is why people are so confused about your problem
That was it... Kalypso
And you are correct, I work IT... and I did what I hate others do.. not enough info...
Windows 8.1 - running steam in windows 7
when I launch the game, I only see user name and password - I don't see Kalypso...
so I put in my user ID and password... for steam - which magically works... then enter the key with magically fails...
I put it back on my laptop - windows 7
now I see everything... hmmm wonder if I used a different email address....
"sigh" yep that was it...
I work IT... so what you're thinking.. I'm hearing :) loud and clear.
thanks for your help and putting up with my error... Soon as I get it installed again on my main PC I'll post a pic of what I see.
The only way to really resolve it is to contact Kalypso. Theyll need your cd-key and the email of the kalypso account you registered it iwth
