But if you're confident this is not the case, and the number is actually going up, and there's other indicators, then it could be someone else has access to your account. I'd recommend you start doing some scan with your AV suite and Malwarebytes Anti-Malware.
Once it comes back clean - and ONLY then - change your passwords for Steam and your email associated with it.
Then see how you get on.
Steam users getting added without your permission sure seems annoying. If it's really as you say it is, there is obviously no official way to prevent it.
What you could do is max out your friends list. There is no way in hell anyone could bypass the limit (I usually keep mine @ 305/305). Keeping it maxed out is a good way to stop unwanted invitations altogether.
Thought I'd check as this is a common result of thinking you've got new friends :)
If it's that low, then it's pretty clear, but I have to say short of the scans I suggested, I really don't know what else to suggest. I've never heard of anything like this, and can't begin to fathom how it can have happened, aside from the "someone else has access", or whether you've inadvertently installed some malware at some point.
Sorry. But I would reiterate runnning some scans to exclude the possibilty.
