Yes, thats what they said, thats the only reason they unblocked me, i have to purchase $60 of games or ingame items, or wait 8 weeks blocked again.
Well, that's borderline blackmailing but, what else to do.....
Either wait or have the charges reversed back to Steam from Paypal. The game purchased should then be added back to the account.
How did they say that you have to SPENT the money of your wallet to a date?
Or did you buy things with your wallet when it went wrong?
What doesn't make sense is that you already added the money to the wallet, that's it, the money is already on Valve's pockets. There is no need for deadlines whatsoever.

The account has been unlocked. You will have until October 12, 2014 to purchase at least $60 of games or in-game items to compensate for the $60 charged back on your account.
