If there is a program o rsetting keeping you from launching steam, you can create a new windows admin user accountthat does not share anythinhg with your main account. If you can install and run on the second account then it must be a program or setting causing the problem.

Correct me if I'm wrong, but in order to repair Steam, I'd have to be able to open it, no?

Yep, it doesn't want to end. I'm a bit conflicted about that lol.

Not really going to help here as the OP is trying to acces a game he has already bought. You can obviously view the Steam Store as a webpage, but that's only really useful if you either want to look up something or buy it.
All I can add here, OP, is that if you can't get Steam cancelled through Task Manager, your best bet is to try and reboot your PC and see if it remains like that. If it doesn't, then simply try the repair stuff again, as having the process still sat open will be likely to be stopping you doing what you're trying to do.
If Steam is STILL stuck in your Task Manager, then I'm not sure what to try next.
