they dont have people just sitting around waiting for your ticket to show up. there are other people that have tickets in front of yours. you have to wait for them to get thru all the other tickets that were submitted before yours was submitted.

The refund will either go to the original payment method or to your Steam account wallet.
Also, if your in China, shouldn't you be using the SteamChina client?

Not sure, You broke the TOS and tried to do a region bypass. That method is against the TOS. Again, you should be using China Steam, that is what it was made for. Can I ask you why are you using regular steam and please answer honestly? I would like to know what your thought process was to do this.
