Yep, most likely OP is on their alternative account.
You are not the first steam user that did this, untill you understand why nothing is showed in own game library.
Steam doesn't remove games from libraries.
That button doesn't make purchases disappear.
if he has not been online over a year there will not be any gamse showed if both filter is enable.
And yes i assume he is on right account.

It's one game only he point out, so it do sounds like right account. except the deal that has been cancel by hes credit card/bank.
gl OP ask bank what happend a year ago. and get status on that transactions. not sure steam keep things over a year ago. ( but you can ask them )

And its not steam or bank job to make sure you are in banlce on your credit card, they have every right to cancel order then you go negative in balance , bank/credit card company can actual do this. ( i do not say this happedn i said possible thats this might have happend. )
And bank have cost on status page unless they do it for free on digital portal, i doubt taht after a year. ( so even ask for it could cost more then game itself if they have to gather all this on papir or PDF. )
And yes its relevant you have no clue how often ppl use more then they have, but we are not allowed to point bad customer out are we and here at steam its not a steam issue that a custom might have balance check issue, or other failed transactions, if steam did not get there money then he never bought deal is off im sure off that part only. ( feel free to ask steam support, and hope steam has made mistake in registartion of bought game , but most here will say, not going to belive this, it's so rare they make mistake like that.
and even dare make sure its not a FS game you refering to, even that is seen as way off mistake here. ( thats not shared anymore. ) there is many grey zone and mistake we can make as users, but ask bank and steam , they most know where that game vannish or the cash or deal was canceled
That would be a chargeback and that would also lock the account for fraud with a red account alert. None of which were mentioned.
Family Sharing games would mean it is the wrong account as per my first reply.
