If not you may need to reinstall Fallout 4 + DLC from scratch on Steam.
As fare as i know F4 do not have failed load order.
ps.
You also make mistake with F4 gog version and steam version , then both games use same configuration of its files. ( not all games get away with double entry that use same game system files, this has been a fact before steam client even, ( dos box games and whatever client with same game, but ppl keep doing same BS mistake over and over. )
You forget, 2 of same games dont mean they are same from game devs.
in the old days we even seen diffrent version released, so things is not same even in diffrent region of sale.
Old tip was make sure only OS see 1 installment of the game.
do not have leftover files from other game.installations.
This is years ago, maybe some day game devs allowed or rethink, diffrent client is diffrent games. ( gl talk with game devs about that, most will not buy 2 of same game ) also why i bet they will not look at it .
