Have you ever done a chargeback to steam with a game? Perhaps this is why nothing is working for you and that is why you cannot add funds to your account or any credit cards are working for you. The best you can do is contact your bank and ask them if a chargeback was done to steam.
Also, check your previous purchased games on your account and see if you done a chargeback with any games or that any of your games were returned. Since it has taken years, you may not remember, but as i said, your bank you use will have records in case you did a chargeback.
I think this is why OP cannot use any form of payment because most likely they did a chargeback and steam is making it so they cannot add funds or use funds on their account.
