This is a steam user problem, go away from store page and other steam user once in time said stay in own home library will fix it, go ahead confirm this, because we are not going to test this for you. ( if you dont know why it work there then think, things change at store page, in your home lib, it dont. )
So yes Steam user is the problem, what prevent you from exit steam. and test hibernation.
steam support will not even look at it, require steam exit you steam client and that also has consequence. ( so steam cant help you. )
and we are steam user here, this is not support.
plenty of post with this over 5 years atleast, no news here. ( other then a steam user notice home lib seem to can be the soluution. )

Problem with this is pc user lack of knowledge, you dont know what hibernation doing to connection

Steam cant fix this, then other user offpeak hours to update its pc, we dont want steam to exit then idle.

Not a windows issue with what steam do or dont do.

user thats dont get it, you cut the store page connection, and steam change content on frontstore page everyday, this means you have outdated content, not a steam issue.
why bother tell this again and again.
because steam user dont read past post about it, and this is technicaly require skill pc user to notice whats wrong, or be education in some of this.a standard steam gamer user will never solve this by themself.

2. This only started for me 7 days ago. Up until then Steam worked fine, so something has changed.
I'd recommend always shutting down your PC.
And again... this is brand new behaviour to me after 10+ years of using Steam, and 3+ years on this machine.
So something has changed - possibly in the last Steam update?

Dont forget we are steam user here, we are not in controll over in what steam see as vital information or if it get pinned down by them. ( if steam user was allowed this, then all get pinned down. )
Hibernation issue dont even makea top10 here at help & tips , any helper here can tell you that.
Then you stand in home library and not store page , as we tried to tell you , other steam user in past post told us this.
its quite simple , you cut the connection to steam then you go hibernations.
if you dont graps this, then read about network gl with that.
and again we4 are over in educations and knowledge, and nothing i can do about that.
and feel free to test what has been said , even CF point out, so many ways to deal with it.
even "cSg|mc-Hotsauce" point it out , but he might dont want to explan why it is so, and he has every right to do so.
you need to know network and how it work.
windows really dont care what thirdpart app that is running., ( nothing they can do about. )
unless you want to take action in taskmanager app, and even this has consequence to shutdown apps.
