In steam, Open : Settings, account, account details, manage steam guard, get backup codes, generate codes now.
On that page is says :
"Generating new codes will invalidate all old backup codes"
You will need to enter your phone number and confirm the code. After doing that a new set of backup codes will be generated.

Backup codes are for Steam Guard Mobile Authenticator, not Steam Guard Email.
The only code you could have is the recovery code but that is also for Steam Guard Mobile Authenticator only. I personally cannot think of any other code you would have.
Linked below is a guide which will allow you to recover your account if you lost access.
Please note although it specifically states Steam Guard Mobile Authenticator, it is still applicable.

It's just one code, and I have it marked as backup code. Maybe it is the recovery code, I don't know what the difference between those two is.
If you have to re-install the Steam Guard Mobile Authenticator on a new phone the recovery code is used to set it up as previously linked to your account so they is no break in usage such as being able to trade with no delays.
