If you haven't, I'd strongly suggest trying a few - and DON'T choose regions geographically close to you as they may well be suffering the same problem. Be drastic and choose somewhere on the other side of the world, for example.

Which are geographically close to you, aren't they? Try the ones in places that might not be so busy and see how you get on.
There's around 95 to choose from. I often go for antartica or somewhere in Asia when I (rarely) find it busy here in England.

Ah, no. I think you're misinterpreting what I'm saying.
THE STEAM download region. You find it under Steam properties. Although if you're using satellite connection, they can be a little strange.
But first things first.

Go to the menu at the top left of the Steam UI (Steam View Friends Games Help).
Click Steam > Settings > Downloads and you'll see from the window that pops up where you can change the download region.
Choose ANOTHER country entirely NOWHERE near you.

It's not strange at all. Geogrphy is al but irrelvant to internet connection.
If where you live is busy, then neighbouring regions are likely to ALSO be busy, which is why you didn't have much luck with Dallas, Houston, etc.
That's precisely why I said go for the weird options. Many make the mistake of just choosing close by.
Still could be the possability of the internet throttling the US ones and haven't caught on to the non-US ones.
