Sounds more like a setup issue on the PC. Does Steam have write access to the location you are wanting it to install? Is there enough space? Anything else that would prevent Steam from accessing the location?

Make sure the game supports it as it does not show on the store page and unsupported OS like that is something you may have to work to get working if at all as sometimes they can stop working for such OS's that are not officially supported and this is not a steam issue.
Sounds like you want to enable Steam Play.
Steam > Settings > Compatibility > enable 'Enable Steam Play for all other titles'
Or could do it on a per-game basis for applicable games (i.e. games w/o a Linux build):
Right-click the game in your Steam Library > Properties > Compatibility > tick 'Force the use of a specific Steam Play compatibility tool'

This is an UPDATE to please consider this issue closed (as I do.)
HOWEVER, I AM LEAVING THIS SO EVERYONE UNDERSTANDS THE RISK OF TRYING TO USE AOE IV ON STEAM - REGARDLESS OF OS.
Steam support understandably declined to assist, as AOE IV is not a Steam application. They suggested contacting support for the product.
This is where is gets interesting - I logged into AOE IV page and opened a support ticket.
I explained the scenario above and that I had played the game once, then uninstalled it to try and get it installed on the other PC.
I explained that now, on both PCs, the install button is grayed out.
I asked a simple question - how do I get the install button lit again?
I expressly indicated either PC was acceptable.
Remember, I had already played the game once, so the fact that the underlying OS is Debian is not, in my view, a factor. The only factor is, on Steam, how do I get the Install button re-lit?
However, AOE support apparently decided to key off the word, "Debian" and not the word "Steam".
The response from AOE IV support reads thusly - "Currently all our game titles in the Age of Empires Series are optimized for Windows 10. That being the case if you attempt to run the title on Linux, we cannot guarantee it will work and we are unfortunately unable to assist you with troubleshooting should an issue arise. "
As far as I am concerned this is a classic "go fly a kite" response triggered by the fact that Debian OS is mentioned in my explanation. The fact that I had: 1) installed successfully after purchase on Steam apparently didn't matter; 2) that I had successfully played the game on Steam apparently didn't matter. No, all that mattered is I mentioned Debian. The OS isn't the issue here - the install button being unlit on Steam is the issue.
Anyway Steam support kindly suggested I apply for a refund, which I am in the process of doing.
I just wanted to let the community know the position of AOE IV support - which seems to be unless you are running AOE IV on Steam on Windows 10, don't bother asking for support from them.

When a game doesn't have a Linux build and Steam Play is not enabled, the option to Install is removed. Enable Steam Play and Install becomes available.

I followed your suggestion for game-specific fix and it worked.
I have to go cancel my refund request.

as well as changed my drives
like, a lot
this has been the only trouble i had when installing games
forgetting to check that setting
