Report a translation problem
To perform a Steam config flush, completely exit the Steam client, then open the Run dialog box by pressing Windows key + R, type "steam://flushconfig" and press Enter; this will essentially refresh your Steam configuration files by clearing local cache data.
Key points:
Exit Steam completely: Make sure you are fully logged out of the Steam client before attempting to flush the config.
Open Run dialog: Press Windows key + R to access the Run command.
Type the command: Enter "steam://flushconfig" in the Run dialog box.
Press Enter: After typing the command, press Enter to execute the config flush.
Uninstall steam, restart pc, then reinstall it. I see in your steps above you have not tried this method yet.
The other method is to make sure you did not set it by accident. Click on settings and check before trying uninstall.
Well uninstalling it would fix any corrupted settings. AS i said in a previous post, i think you have a corrupted setting. Unless you personally know coding on how to fix it, this is your only option. Otherwise you somehow set it to show you as offline always.
To check, open friends and chat tab, click on the arrow next to your name, and put it online. If that does not work, you will need to uninstall.
i and other do not use FS ever, for other security issue.
