Find "Display" and then see there what resolution it tells you are on.
Then choose that from the lanucher options.
-screen-width 1280 -screen-height 720 -screen-fullscreen 0
So this isn't as easy as just typing in "3200x2000". Even so, I used the formula above plugging in the numbers of my laptop and the launcher screen was still a teensy... weensy, unreadable screen.
The point is whatever your desktop resoltuion is, you should match it otherwise IT WILL show either too big or too small. By matching it, that means it automatically fits.
Also make sure you choose the fullscreen option in game as it should alter accordingly.

but didn't get the result desired. The launcher is so small, I can't read it. I know minimal about coding, to make changes you can't just type the name of the program you want to make changes to. You have to include it's location and other parameters with jargon specific language.
Ah that might be your issue there.
I wouldn't bugger around with scale under Windows. Because it both tends to wreck how Steam displays and mess with games like you've experienced.
I found that out quicjly when I first got on Windows 10.
Checking the screens ratio was part of a Steam related troubleshooting, above fundamental computer level step and allowed me to recognize how to fix the small ESO load screen when I finally managed upon that menu with my face two inches away from my TV.
Skyrim load screen remains very small, I haven't figured out a solution for that because the options are for "in-game" settings only, I work two jobs, I'm renovating a house, and I'm emotionally spent because I've lost four dogs (all rescue) due to age and health issues in 13 months. I just want to enjoy the 20 minutes in a week I get to sit down and load a game. My wife enjoys Skyrim when she comes home from managing a clinic and the load screen minimizes itself behind the Steam screen, which maximizes itself in minimized mode so you have to chase the load screen to start the game. I'm sure I'll encounter this issue again with other so any further, hopefully productive feedback from the community would be welcomed and appreciated. Thank you
