Fixed: Steam not opening on Windows 11 start up
Found a folder called "startup," copy/pasted the steam shortcut from the desktop into it, made peace with Gabe (cause I have no idea what I'm doing), and it worked!

Address of the file:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Startup

Ramble:
Posting because I spent all day trying to solve this and there are numerous reddit/steam posts that don't fix this. Tried correcting the Windows and Steam setting including setting steam as an administrator. Didn't try anything that required anything that looked like programming.
I'm a PC idiot by steam/reddut standards so fully expecting this to fail in the future, but hopefully it serves some lost sole in the google abyss.

In steam settings menu
in Interface sub menu, then "Run stesm when my computer start."

ps.
There has been app that optimized startup application and then can turn this off , this is seen before.

Part of MSconfig ( google how to use, or i use CCleaner as many do and look at startup procedur. there. )

Your problem with windows startup shortcut is, no delayed startup is a new option many use today, special at steam, so pc is as much startup before steam try conecting,

Other then that feel free to do so as you do, but most do not make manual startup shortcut anymore.

You can easily do the same by opening the command prompt (or typing this in the text box on your windows bar):
startup

It brings up all the programs you start up with windows and can simply toggle the switch for Steam.
