Ask Support if they accept something else as proof of ownership.
Has your parrent paid for games then you was a kid, then it could be children issue, in who is the owner here. ( again you don't have to explan us anything here, we are steam user only, this is steam issue between you and steam. not us at this steam user forum.

Clearly you did not have cash and paid for games backthen. ( so technicaly it could a parrent accoutn made in there names as a mistake, then it might has been your all the way, again we dont know steam do. and you do.
