Arguably anything in the midrange currently for AMD or Nvidia will be quite an upgrade. Although I expect some people to get all twisted up over imagined bottlenecks and their idea of optimal/appropriate pairings. My argument is going to be if you buy something like a 4060 or 7600 XT even if a newer system would run better (in other news water is wet) the point of upgrades is to improve your system's performance. Plus with a decent GPU now, if you decide next year to build a new PC you can migrate the GPU.
If you can find an older GPU for a great price like a 2080 or 3060/3070 or a Radeon 6000 series card, that could be viable too. Would still be an upgrade. It just depends on your budget and what you want. There's not really a wrong answer, and lots of potential options given the open ended question you asked.
Also, make sure that a 4060 isn't overkill. Great if you can get one, but useless if other parts of your PC are bottlenecking anyway.
Make sure that your system will accommodate it and make full use of it, or you might be better off saving money and getting something lesser.
Compare how the cards perform in benchmarks, narrow it down to a price/performance shortlist, and choose the one from the shortlist that has the most VRAM. AMD and Intel are preparing to launch new mid-range video cards probably this month. The charts will probably be updated soon.
Then all I'm saying is to check it out online and reasearch beforehand.
Sounds like you need to do this for the fact you mention all that.
