You can bypass this issue by using a chrome based web browser (Chrome, Brave, Opera) or the steam desktop application.
I have been documenting this issue here:
https://steamcommunity.com/groups/SteamClientBeta/discussions/0/599645521255130025/
Currently valve has to revert / fix the bug they added ~6 days ago for this issue to be resolved.
Did you report the issue to steam support? I am sure they are aware of it, but a good post discussing the issue with them may help them patch it up in the next update patch for steam.
I was very expressive and mentioned multiple times that the steam support representative likely missunderstood my issue, and re-clarified myself - but ticket was closed regardless.
I also reached out to Jared Christen (Customer support) via Valves website contact page - listing the problem, and included my failed ticket + other places I have raised the issue - I am yet to hear a response back
The issue with steam mobile (and firefox) should be fixed now, you don't need to use chrome as a workaround anymore if you don't want to
