We need to know tech specs, details, how it manifests, when, speedtests and so on.
We're still going to need far more than that.
That tells us what you've got.
Now we need to know precise details on what you're doing, when this all happens, what the Task Mnaager says, what the download is doing during a particular thing and what your setup is. Is it wired? Is it wifi? When did you last cold start your router? Update it's firmware, etc?
1) this happen when long back i torrented a few games after that the internet company blocked my internet for 3 months
2) task manger just stays the same
3) when i download a game on steam the game will take idk mabye 3 yrs or mabye 4 hrs to download
4) its wifi connection
5) those 3 months my wifi didnt let me connect to the internet at alll i even tired re setting the router still nothng
Well you still need to give FAR more details.
First thing you should do is change to wired connection. See if it changes. That would then tell you if the problems is there or not.
Next, I'd do the speedtest I told you. Make sure you have nothing else running that uses internet when you do this.
If that speed comes back as slow then I would be preapred to bet that as you had your internet stopped they're throttling you from downloading as they may be suspecting you're doing something bad again and don't trust you. So a pseed test will give you some indication.
And of course what antivirus and antimalware checks have you run? Because if you've downloaded crap like you say there's every chance your system may be infiected with something that's using your internet or inhibiting something.
Your antivirus suite and whatever security software you use to scan for malware and viruses.
If you use basic Windows Defender, I'd recommend googling for something to download like Malwarebytes free trial, or do an online intensive virus scan. Let it run and find out what ♥♥♥♥ you have on your computer that may be doing stuff.
