Not likely. There's a bunch of ways scammers can insulate themselves from consequences. After all they're not using some personal account of their own for scams. Some accounts used in scams are hijacked, so when the original owner gets their account back what should happen to them to make you happy?
This type scamming is really a low risk venture, and the only way you really harm the scammer is not being vulnerable to their scams.

Most likely that person who scammed you probably used a throwaway account they stole off of someone else. So yea, it is sad, but it is the state of the world is nowadays. Never trust anyone on the internet.
if anything, that doubles my distain for scammers, how dare they take things that others have worked for.
