Account Recovery
Make sure you are completely logged out of Steam before you start the recovery process

Here is a guide that another Steam user was kind enough to make. It will help you navigate your way thru the recovery process if you are having any problems.

While waiting for support to return the account, figure out how you gave away the account log in (if you havent already done so). All 3rd party sites are USE AT OWN RISK.

Games cannot be "stolen" from an account. The games will be there in your library, once you regain access to the account.

Hijackers have started to troll their victims recently by doing the permanently remove thing on their library, wiping out all their games and making it a pain in the ass to get them all restored.

Yes, I have seen some of those cases posted here also, thanks. That's probably what OP means and OP may not know that the games can be restored, but it just may take time to do so.

Appreciate the clarification.

1.Don't hijack that rude
2. NOT hacked. Hijacked. They are NOT the same thing. Something you should have learnt 2 weeks ago.

They're just spamming your emails, baiting, hoping you bite. Don't, flag as spam and block them.. They can't get your account from Steam support because Support would want them to provide proof. Proof that only you should have. If the person had access to your account they wouldn't be writing you emails they'd be IN the account in process of scamming your items.

As of right now everything you say is they keep getting access to you email. That's not related to your steam account. They are not hacking your steam account and never did.

Do these to secure the account
Scan for Malware/virus https://www.malwarebytes.com/mwb-download/
Deauthorize all devices https://store.steampowered.com/twofactor/manage
Change your Account password on a secure device, mobile phone for example.
Generate new back up codes https://store.steampowered.com/twofactor/manage
Revoke the API key https://steamcommunity.com/dev/apikey

:steamfacepalm::steamfacepalm:

No one can or will ever tell you that your account will be VAC banned. Not even when VAC bans an account for real.

VAC is a fully automated system. No one CAN even apply a ban on a Steam account. The system does that on its own. And VAC only bans accounts for cheating infractions. Of course scammers and hijackers are going to use that as a threat because they are just trying to scare you and/or they have zero idea of how VAC even works.

https://help.steampowered.com/en/faqs/view/571A-97DA-70E9-FF74#whatisvac

What is VAC?

VAC stands for Valve Anti-Cheat, an automated system designed to detect cheats installed on users' computers. If a user connects to a VAC-Secured server from a computer with identifiable cheats installed, the VAC system will ban the user from playing that game on VAC-Secured servers in the future.

If you did all that before the second theft, and you dont install malicious files,
i would recommend to contact steam support about that

Well, if it is an actual account takeover as described, there is the option for the hijacker to play VAC-protected games with cheats enabled, so it is not a completely empty threat.

Actually, not a bad point. They would be "applying" a VAC ban by taking part in a cheating infraction to make sure the account would be banned by using known cheats.

So yes, that would be the exception. Thanks.

Except so far that user has said nothing that shows the account is compromised for a second time. Likely those involved in the hijacking 2 weeks before trying to bait them into paying them. So at the point of that user hijacking this thread the person spamming their email with threats can't do anything as they don't have access. Also entirely possible the hijacker cheated on their account weeks ago and a VAC ban just hasn't been applied yet
