Their server
Their rules
The server owner pays for the server and runs it how ever he/she wants to. They don't always do it in a nice way, but it is their server.
Valve/Steam has no control over it.
I suggest black listing that server and moving on to a better, friendlyer server...or you can rent your own. It's only $20 a month (depending on the host). Then you can run it how ever you want to.

More and more games will revolve around private servers administered by private individuals so that the devs and publishers no longer need to support the infrastructure and overhead of maintaining dedicated servers. Yes, some games have "official servers," but they are few and far between, and with some games, some of those "official servers" aren't really "official" anyway.
We're just getting old, and the PC gaming world is turning into something we will soon no longer recognize, or have the patience for. It sucks.
I remember all the call of duty 4 guys getting mad when they moved over to matchmaking and no user run servers for MW2. No server moderation so you can kick/ban annoying players and cheaters and so on, and now it seems the official MW2 servers are full of cheaters.
I don't play that many modern multiplayer games with a server list these days but I can't remember any that had no official servers.
OP, you should call the server out in the official subreddit, forums on steam, facepunch and so on. (read the rules for each place first). Let people know what kind of people run that server so that they stay clear. This is the beauty of user run servers, you have a choice unlike matchmaking. Post some proof of all this and show those threads to the server admin and find out if he will stand for this abuse of power.
Or if that is to much work just go to another server with good moderation and all that and bring your friends.
