What bundle did you buy and where?
If you have extra copies of games they should show up here: http://steamcommunity.com/profiles/76561198094028055/inventory/
Portal is not listed as having extra copies in that support article. I can find no reference to extra copies in either of the portal game's pages.
If you purchased the pack from a 3rd party sight, then you need to take it up with them as Valve's policy on extra copies is stated.
http://store.steampowered.com/sub/29197/
And you didn't buy that because you miss some of the games.
Maybe search your email to see exactly what you bought.
Do you have a link to the store page?
Maybe check your inventory history just in case. http://steamcommunity.com/my/inventoryhistory/
So you bought them recently? Check your email for the email you got when you bought it.
Either way, the bundle does not come with extra copies of the Portal games as per the article I had linked.
-----
Extra copies will only be issued as a special promotion in the following specific cases:
These promotion do not apply to any games other than those specifically listed.
This says that you don't get extra copies of Portal when you buy the Valve Complete Pack.
