What bundle did you buy and where?

Portal is not listed as having extra copies in that support article. I can find no reference to extra copies in either of the portal game's pages.
If you purchased the pack from a 3rd party sight, then you need to take it up with them as Valve's policy on extra copies is stated.

And you didn't buy that because you miss some of the games.
Maybe search your email to see exactly what you bought.

So you bought them recently? Check your email for the email you got when you bought it.
Either way, the bundle does not come with extra copies of the Portal games as per the article I had linked.

This says that you don't get extra copies of Portal when you buy the Valve Complete Pack.
