When Kingdoms of Amalur ran out of keys, the keys arrived in a matter of hours. When The Witcher 2 ran out, it took a day or two. When Max Payne 3 ran out, it took 2 or 3 weeks.

I'm pretty sure the keys are the actual licenses that Steam attaches to your account that allows you to play. All games have them, but rarely run out, only during large sales like this that have large number of people buying the games.
