That means they're out of CD keys and the publisher needs to send more to Valve. Sometimes that happens during popular sales.

It's up to the publisher, so there's no telling when they might arrive.
When Kingdoms of Amalur ran out of keys, the keys arrived in a matter of hours. When The Witcher 2 ran out, it took a day or two. When Max Payne 3 ran out, it took 2 or 3 weeks.

7 days what are you taking mess they should be advertising that they have no keys as it is false advertising as it does not state game out of stock awaiting keys.... disgracful

I'm pretty sure the keys are the actual licenses that Steam attaches to your account that allows you to play. All games have them, but rarely run out, only during large sales like this that have large number of people buying the games.
