One is a hold by the bank for the failed transaction. The bank will usually release it in 3-5 business days.

Money was only transferred to Valve one time and that was for the successful transaction.

Take a look at this: Steam Support > Buying Games through Steam and Billing Questions

Why was I charged twice for my purchase or charged for a purchase that says it failed?

In both of these cases, when a purchase fails one of the banking fraud checks, your bank may place a hold on the funds for up to 5 business days. These funds will not be collected by Valve. Please contact your bank to see if they will release the held funds.

If you still see a pending charge after 5 business days, please contact Steam Support so that we can investigate and help resolve the issue with your bank.

if they know about this, then they should fix it, because any time i've ever invalidated my address by accident and corrected it, when i'm told that my bank didn't accept the charges till after it was corrcted, the money shouldn't have been touched. i'll wait the 5 days, my bank said they will file a demand and i'll get a refund either way. thanks for the reply.

still, it shouldn't take 5 days to get a refund FOR WHAT SHOULDN'T HAVE HAPPENED.

it's YOUR bank holding the funds not Valve. Complain to them.

This wiki explains the concept of authorization holds. Read it and learn how the system works. This way you can understand what's going on rather than making pointless accusations.

i already called my bank, the next day, since i realized it had happened that night, and they said that the funds had been cleared, i wouldn't be "complaining" if i didn't have a reason to...i don't understand why you people are getting offended. i've dealt with authorization holds...ever canceled gas after you've paid for it with a debit card? money is stuck in limbo for a few days, like i said, called the bank, they said it's been sent through, and that if steam doesn't reply, or the money isn't credited back, that my bank will handle it. i've messed up my address before since i have a nebraska bank and live in colorado, sometimes i forget which to use, and when that happens, the money isn't authorized to go through, if no authorization is there in the first place, the money shouldn't be moved AT ALL.

Steam isn't the only company that handles things this way. It happens, and it's cleared up in a couple days. Nothing you can do about it but wait for the funds to be returned.

Just the other day I purchased Child of Light, had a failed purchase the first time (timed out). Second time it went through. Had two charges for 14.99 on my card on hold. Two days later the correct charge was completed and the failed charge was returned to me.
