Report a translation problem
You may have installed a programm that causes adds to pop up everywhere. It either could be a chrome extention (If you use chrome) or extentions that are on any browsers.
If you recently installed programms out side of steam please reveiw them and make sure they didnt download anything else along with it.
Again you are infected with some kind of malware. SCan with malwarebytes. Otherwise you should format your computer
Avast isn't that bright, I removed it since even microsoft security essentials did a better job finding malware.
Srsly, that free junk is better, it won't be able to remove it, but at least it will find it and give you a name.
Then just google the name and see what steps have to be taken to get rid of it. Some malware needs specific steps.
Most of them will probably need a program like Malwarebytes, Junkware Removal Tool or ComboFix to actually scrub it off your system.
Avast saved me from viruses plenty of times; I see it to be a great Antivirus :/
Anyways, like everyone said, get MalwareBytes and scan your PC; you are infected.
